Abstract: A definition of the concept of "complex mechanism of public administration in the field of civil protection" is proposed, which includes legal, economic, organizational and information mechanisms. It is determined that their basis is the appropriate methods and measures, in order to significantly reduce the risks of emergencies of a natural, technogenic and military nature, as well as mitigate the consequences of catastrophes and natural disasters in Ukraine by increasing the level of education and awareness of the individual, society about the risks of emergencies and measures to eliminate them. Vectors and scenarios for the development of the mechanism of public administration in the field of civil protection of Ukraine in the context of the implementation of its integration aspirations are substantiated. Among these scenarios, favorable, moderately threatening, dangerously threatening and critically threatening are distinguished.</summary>

Abstract: The article examines the functioning peculiarities of the administrative and legal mechanism for ensuring Ukraine's national security under current conditions. The structural elements of the national security system, their hierarchical organization, and functional mechanisms are analyzed. Special attention is paid to the comparative analysis of different models of internal state security and the possibility of adapting best international practices to Ukrainian realities. Three main models of internal security are investigated: decentralized, centralized, and mixed, identifying their advantages and disadvantages in the context of possible application in Ukraine. Based on the analysis of international experience and specifics of Ukrainian legislation, practical recommendations for improving the national security system are proposed. The necessity of a comprehensive approach to reforming the national security system, considering modern challenges and threats, is substantiated. Priority directions for developing Ukraine's national security system are determined, including improvement of the legal framework, optimization of organizational structure, and implementation of new technologies. The research results have practical significance for the further development of Ukraine's national security system and can be used in developing relevant regulatory legal acts.</summary>

    <summary type="text">Title: STRATEGIC DIRECTIONS OF FINANCIAL INTERACTION UNDER PUBLIC-PRIVATE PARTNERSHIP

Abstract: The article examines the strategic aspects of financial interaction within public-private partnerships (PPP) in Ukraine. The research analyzes the evolution of PPP concepts, modification of its forms and models, with particular focus on financial mechanisms of cooperation between state and business structures. The study reveals that PPP serves as a system-forming core for managing socially significant projects and programs implementation. The paper identifies key barriers to PPP development in Ukraine, including insufficient strategic planning and forecasting, and proposes solutions based on international experience. Special attention is paid to innovative projects within PPP framework and their role in economic modernization. The research demonstrates that effective PPP implementation requires systematic approach to partnership formation, analysis of contributing and hindering factors, and institutional environment improvement. The paper proposes mechanisms for enhancing PPP efficiency through intellectual core formation in management systems based on team networks. The study concludes that strategic partnership between business and government can facilitate Ukraine's transition to a new economic development model through economy diversification and innovation-based reproduction.</summary>

Abstract: In the context of Ukraine's active European integration, the transformation of the national higher education system in accordance with European standards is of particular importance. European integration processes are taking place against the background of modern society's globalization, within which the Bologna Process is developing, aimed at creating a unified higher education space as the foundation for the European Union's competitive economy.&#xD;
The official beginning of the convergence of European countries' higher education systems is considered to be June 19, 1999, when the Declaration on the Creation of a European Higher Education Area was signed in Bologna, Italy. For Ukraine, this process gained particular relevance after signing the Association Agreement with the European Union, which opened new opportunities while simultaneously presenting new challenges to our state's higher education system.&#xD;
The Bologna Process is based on the principle of prioritizing learning outcomes over time and content of education, implemented through a competency-based approach. An important aspect is the harmonization of the European higher education system architecture, manifested in the compatibility of academic degrees and development of academic mobility. This is achieved through implementing a three-level system: bachelor's - master's - doctoral studies, with clear differentiation of graduates' competencies at each level.</summary>
