    <summary type="text">Title: Advancing of socio-political mechanisms for managing state information security

Abstract: The article explores the contemporary challenges facing public administration in the domain of information security under the conditions of martial law in Ukraine. The author conducts an analysis of the socio-political mechanisms essential for building an effective system to safeguard the national information space amid hybrid warfare and external aggression by the Russian Federation. Key issues identified include the lack of effective coordination among public authorities, deficiencies in the regulatory and legal framework, and the generally low level of media literacy among the population. In response to these challenges, the author proposes a comprehensive set of measures aimed at enhancing public administration. These include fostering interagency cooperation, reinforcing societal resilience to disinformation, and reforming state information policy to meet the exigencies of wartime conditions.</summary>

Abstract: The article examines the current state and prospects of state policy development for human resource formation in the social and humanitarian sphere of Ukraine. The research analyzes the interaction between traditional approaches and innovative solutions in the context of post-war reconstruction and European integration processes. The study reveals contradictory trends in the development of educational, healthcare, and cultural institutions, which are characterized by simultaneous preservation of traditional management models and attempts to implement European standards. Based on sociological data analysis and expert assessments, the article identifies key challenges facing the state policy of human resource development, including demographic crisis, migration processes, institutional instability, and insufficient funding. The research demonstrates that successful implementation of innovations in the social and humanitarian sphere requires careful consideration of Ukrainian cultural traditions and mentality, as well as development of adaptive management mechanisms. The article proposes a conceptual framework for balancing traditional and innovative approaches in human resource policy, emphasizing the importance of creating favorable conditions for professional development and retention of qualified specialists. Special attention is paid to the role of digitalization and European integration in transforming approaches to human resource management in the social and humanitarian sphere. The findings indicate that effective state policy should be based on the principle of complementarity between traditional values and modern requirements, ensuring sustainable development of the social and humanitarian sphere while preserving national identity.</summary>

    <summary type="text">Title: INTERNATIONAL RANKINGS AS A DIAGNOSTIC TOOL FOR EVALUATING THE EFFECTIVENESS OF STATE HIGHER EDUCATION REFORM POLICY UNDER GLOBAL SOCIOCULTURAL CHALLENGES

Abstract: This study examines the effectiveness of state higher education policy reforms in Ukraine through the lens of international university rankings from 2020 to 2025, during a period of unprecedented sociocultural challenges including armed conflict, demographic decline, and post-pandemic recovery. The research employs quantitative analysis of Ukrainian universities' performance in four major global ranking systems (ARWU, QS, THE, CWTS) to assess the outcomes of Bologna Process implementation and national reform initiatives. The study utilizes both quantitative metrics (institutional representation ratios) and qualitative scoring methodologies (point-rating systems) to evaluate changes in Ukrainian higher education quality indicators. Findings reveal a complex transformation pattern where despite increasing international collaboration and institutional resilience during wartime, Ukrainian universities face persistent challenges in global competitiveness metrics. The analysis demonstrates that 17 Ukrainian institutions achieved inclusion in THE World University Rankings 2025, representing a significant milestone, yet most remained in lower-tier categories (1501+). The research identifies critical gaps between national policy objectives and international recognition outcomes, highlighting the need for comprehensive strategic recalibration. Key sociocultural challenges include infrastructure displacement affecting 19 state institutions since 2014, demographic shifts reducing student populations, and the necessity for digital transformation acceleration under martial law conditions. The study concludes that while Ukrainian higher education has demonstrated remarkable adaptability and international engagement growth (20% increase in global research collaborations 2019-2023), systematic policy interventions are required to address fundamental quality assurance mechanisms, resource allocation optimization, and strategic positioning within European Higher Education Area frameworks. These findings contribute to understanding the relationship between national education policies and international recognition metrics, providing evidence-based recommendations for future reform strategies that align domestic priorities with global competitiveness requirements while addressing unique Ukrainian sociocultural contexts.</summary>
