Abstract: У статті розглядаються основні вдосконалення системи соціального захисту військовослужбовців, які використовуються на даному етапі розвитку нашої держави. Вивчено основні проблеми в питаннях покращення соціального захисту військовослужбовців на сучасному етапі. Аналізуються фактичні напрацювання у розвитку системи соціального захисту в умовах несприятливого економічного стану та постійної військової небезпеки в державі. Запропоновано заходи щодо зниження та запобігання негативного впливу соціальних ризиків для військовослужбовців, які через особливості своєї службової діяльності не мають іншого джерела отримання гідних умов для існування. Показано місце і роль різних суб’єктів соціальної відповідальності у військовому середовищі в системі соціального захисту військовослужбовців. Description: The article considers the main improvements of the system of social protection of military personnel, which are used at this stage of the development of our state. The main problems in improving the social protection of military personnel at the current stage have been studied. The actual achievements in the development of the social protection system in the conditions of an unfavorable economic situation and constant military danger in the state are analyzed. Measures are proposed to reduce and prevent the negative impact of social risks for military personnel who, due to the specifics of their official activities, have no other source of decent living conditions. The place and role of various subjects of436 social responsibility in the military environment in the system of social protection of servicemen are shown.

Title: ТЕОРЕТИКО-МЕТОДОЛОГІЧНІ ЗАСАДИ МЕХАНІЗМІВ ФОРМУВАННЯ ТА РЕАЛІЗАЦІЇ ДЕРЖАВНОЇ ПОЛІТИКИ РОЗВИТКУ ТРАНСПОРТНОЇ ГАЛУЗІ Authors: Крихтіна, Ю.О. Abstract: Статтю присвячено дослідженню та обґрунтуванню особливостей становлення транспортної галузі як об’єкта державно-управлінської діяльності. Акцентовано увагу на тому, що в період активного впровадження державно-управлінських реформ для транспорту, держава має виступати активним учасником реалізації стратегічних змін, забезпечуючи значну підтримку галузі в процесах трансформації її системи функціонування. Ґрунтуючись на аналізі закордонних моделей державного регулювання діяльності транспорту в цілому, а також недоліків у програмних документах щодо реформування транспорту в Україні, потрібно вибудовувати власну модель державного регулювання. Особливістю такої моделі має бути те, що вона має враховувати пріоритетні напрями розвитку галузі та в комплексі розкривати інструменти формування стратегічних переваг окремих видів транспорту за такими складниками розвитку, як інноваційно-виробничий, інвестиційний, соціальний, енергетичний, екологічний та міжнародний. Зроблено висновок, що транспортна інфраструктура є сферою відповідальності держави та держава зацікавлена у її розвитку, відповідальність за розвиток інфраструктури транспорту в країні, пов'язану з високими витратами, які традиційно несуть органи державного управління. У найближчій середньостроковій перспективі пріоритетними позначені проекти з будівництва нових та реконструкції вже існуючих об'єктів транспортної інфраструктури, обсяги фінансування яких виходять за межі можливостей міських бюджетів, а також видозмінення існуючого механізму державного управління. Констатовано, що криза реформування та відсутність ефективних зрушень у системі функціонування транспорту знаходиться в неефективності загальнодержавної політики регулювання галузі. Останнє виявляється у тому, що обрана державою стратегія розвитку галузі та парадигма, яка знаходиться в її основі, не відповідають загальносвітовим закономірностям розвитку. Description: The article is devoted to the study and substantiation of the peculiarities of the transport industry as an object of public administration. Emphasis is placed on the fact that during the period of active implementation of public administration reforms for transport, the state should be an active participant in the implementation of strategic changes, providing significant support to the industry in the process of transforming its system of operation. Based on the analysis of foreign models of state regulation of transport in general, as well as shortcomings in the program documents on transport reform in Ukraine, you need to build your own model of state regulation. The peculiarity of such a model should be that it should take into account the priority areas of industry development and comprehensively reveal the tools for forming strategic advantages of certain modes of transport for such development components as innovation, production, investment, social, energy, environmental and international. It is concluded that the transport infrastructure is the responsibility of the state and the state is interested in its development, the responsibility for the development of transport infrastructure in the country associated with high costs, which are traditionally borne by public administration. In the near medium term, priority is given to projects for the construction of new and reconstruction of existing transport infrastructure, the amount of funding which is beyond the capacity of city budgets, as well as modification of the existing mechanism of public administration. It is stated that the crisis of reform and the lack of effective changes in the system of transport is in the ineffectiveness of national policy to regulate the industry. The latter is manifested in the fact that the strategy chosen by the state for the development of the industry and the paradigm that underlies it do not correspond to the global laws of development.
