Abstract: The article considers youth as a socio-demographic category in the context of public administration. The role of youth in modern society, its social and demographic characteristics, as well as the influence of state programs and policies on the development of youth potential are studied. The author analyzes key aspects of interaction between youth and state institutions, emphasizing the need to create conditions for active participation of young people in public life and decision-making. Particular attention is paid to the problems and challenges faced by young people, as well as the possibilities of solving them through effective public administration. The article contains recommendations for the development and implementation of strategies aimed at supporting and developing youth as an important resource for sustainable socio-economic development of the country.</description>

Abstract: The article is devoted to the analysis of information communication risks and mechanisms for their regulation under martial law in Ukraine. The relevance of the study is determined by unprecedented challenges to state information security caused by Russian armed aggression and large-scale hybrid warfare. The article examines the specifics of information space transformation under martial law conditions, identifies critical risks for the functioning of the public administration system and national security of Ukraine. Particular attention is paid to analyzing legal restrictions on access to public information established by martial law legislation and their impact on the balance between state security and observance of citizens' constitutional rights.&#xD;
The role of strategic communications as a key tool for countering information threats in armed conflict conditions is revealed. Mechanisms for coordinating information policy between state authorities, military command and mass media are analyzed. The experience of organizing a unified information space to ensure reliable public information, counter disinformation and preserve society's moral and psychological resilience is examined. The main challenges in crisis communications are identified: the need for rapid response to information attacks, ensuring information security of critical infrastructure, and coordination of actions between different subjects of information policy. Recommendations are formulated for improving mechanisms of state regulation of information communications under martial law conditions, based on principles of transparency, efficiency, adaptability and coordination. The necessity of building institutional capacity of public authorities in strategic communications, increasing media literacy of the population and forming resilience of Ukraine's information space to hybrid threats is substantiated.</description>

Abstract: The relevance of this article lies in the need to clarify the theoretical and methodological understanding of the content and essence of personnel policy and the personnel reserve. The article examines a complex of issues related to the implementation of state personnel policy in the context of an emerging information society and an innovative knowledge-based economy, which impose new requirements on human resources. Consequently, the content and directions of state policy cannot remain static, as they are governed by the goals and objectives facing society and the state in any given historical period. To develop an effective personnel policy, the analysis of historical experience is of great importance, as it is impossible to find optimal solutions without considering both positive and negative past experiences. The article argues that state personnel policy should be based on a balance of public and private interests while forming a purposeful, systematic, and balanced system for training qualified workers, taking into account the possibility of lifelong learning and continuous professional development. Special attention is paid to the realization of employees' right to education when combining work with studies. Furthermore, the article addresses issues of personnel placement based on social needs, as well as the distribution of workers across the country's regions and various sectors of activity.</description>

Abstract: The article is devoted to analysis of digitalization of business process as an area&#xD;
of activity of local governments. The authors prove that digital transformation in modern&#xD;
conditions has the following number of features and advantages: (1) process&#xD;
optimization. New technologies allow enterprises and management systems to automate&#xD;
simpler processes and eliminate intermediate stages in more complex processes. This&#xD;
increases the “flexibility” of enterprises that can now make much more efficient use of&#xD;
their resources; (2) search for new revenue streams. With the advent of new technologies,&#xD;
new ways of making a profit are being discovered that were previously unavailable; (3)&#xD;
creation of a personalized and attractive service infrastructure. Modern customers&#xD;
expect businesses to listen to their opinions and meet their specific needs. Modern&#xD;
technologies are developed so much that they can solve all these problems</description>
