Дістало подальший розвиток визначення сутності та змісту державної політики соціального захисту. Визначено цілі, принципи, механізми формування та реалізації державної соціальної політики. Розкрито суб'єктно-об'єктні відносини в контексті формування та реалізації державної соціальної політики. Визначено, що забезпечення необхідного рівня соціального захисту населення можна досягти тільки на основі узгоджених дій органів державної влади, місцевого самоврядування, громадських організацій, бізнесу, підприємств, організацій та суспільства в цілому. Description: The article analyzes and examines in detail the main theoretical and methodological approaches to the study of state social policy, the possibilities of using socio-political, socio-economic, activity-based, and sociological approaches, and their advantages and disadvantages. It considers various scientific views and methodological approaches regarding the determination of the role of the state in ensuring social protection. The definition of the essence and content of state social protection policy has been further developed. The goals, principles, and mechanisms for the formation and implementation of state social policy have been defined. Subject-object relations in the context of the formation and implementation of state social policy are revealed. It is determined that ensuring the necessary level of social protection for the population can only be achieved based on the coordinated actions of state authorities, local governments, public organizations, businesses, enterprises, organizations, and society as a whole. Abstract: Дана стаття присвячена аналізу та удосконаленню складових моделей публічного управління розвитком фізичної культури і спорту в закладах вищої освіти. Стратегічна мета системи публічного управління фізичною культурою і спортом полягає в підтриманні належного рівня функціонування галузі, забезпеченні достатніх умов для її поступального розвитку на основі врахування перспективних запитів та потреб суспільства. Динамізм, зміна соціально-значущих пріоритетів щодо діяльності галузі висуває комплекс вимог до публічного управління розвитком галузі фізичної культури і спорту, зокрема до його організаційної структури. Автор приходить до висновку, що одним із найбільш перспективних напрямів удосконалення деяких аспектів теоретичних та практичних заходів публічного управління фізичною культурою і спортом є вузівське системне проектування. Впровадження в теорію і практику фізичної культури моделі системновикладацького проектування готовності до розвитку фізичної культури і спорту у здобувачів закладів вищої освіти є потребою сучасних умов соціуму, пов’язаних з накопиченням у науці даних, що дозволяють на більш якісному рівні вирішувати завдання побудови навчального процесу і управління. Description: This article is devoted to the analysis of the component models of public management of the development of physical culture and sports in institutions of higher edu cation. The strategic goal of the system of public management of physical culture and sports is to maintain the proper level of functioning of the industry, to ensure sufficient conditions for its progressive development based on taking into account prospective requests and needs of society. The dynamism, the change of socially significant priorities regarding the activity of the industry puts forward a set of requirements for the public management of the development of the field of physical culture and sports, in particular for its organizational structure. The author comes to the conclusion that one of the most promising directions for improving some aspects of theoretical and practical measures of public management of physical culture and sports is university system design.
