Abstract: У статті досліджені питання формування нових підходів до фінансування установ культури на основі зміни механізму фінансового забезпечення надання державних, муніципальних послуг. Обґрунтовується теза про те, що перехід на принципово нову ідеологію фінансового забезпечення державних, муніципальних послуг, що робляться, на основі надання субсидій на виконання державних завдань, впровадження нормативних принципів фінансування витрат сприяє створенню дієвих правових основ підвищення якості і доступності державних та муніципальних послуг, а також підвищенню зацікавленості і відповідальності установ за результати їх діяльності. Проаналізована організація фінансування установ культури, взаємодія усіх органів влади, бізнесу, наукових і громадських організацій в реалізації масштабних культурних проектів і програм, спрямованих на розвиток окремих галузей культури, збереження і використання культурної спадщини, збільшення культурної привабливості регіонів і підвищення якості послуг, що надаються, у сфері культури. Description: The article examines the issues of forming new approaches to the financing of cultural institutions based on the change in the mechanism of financial support for the provision of state and municipal services. The thesis is substantiated that the transition to a fundamentally new ideology of financial provision of state and municipal services, which is made on the basis of providing subsidies for the performance of state tasks, the introduction of normative principles of financing costs, contributes to the creation of effective legal bases for improving the quality and availability of state and municipal services, and as well as increasing the interest and responsibility of institutions for the results of their activities.
