Abstract: У статті досліджено особливості впливу євроінтеграційних процесів на трансформацію Державної служби України з надзвичайних ситуацій в умовах адаптації національної системи цивільного захисту до європейських стандартів. Здійснено компаративний аналіз нормативно-правової бази України та ЄС у сфері запобігання надзвичайним ситуаціям та реагування на них, виявлено клю-чові розбіжності в інституційних механізмах управління ризиками. Розглянуто досвід інтеграції системи цивільного захисту Польщі до загальноєвропейського простору безпеки як модель для імплементації в українських реаліях. Обґрунто-вано пріоритетні напрями реформування ДСНС, зокрема: модернізація системи міжвідомчої координації на принципах горизонтальної інтеграції, впровадження цифрових технологій в управління надзвичайними ситуаціями, розбудова кадрово-го потенціалу відповідно до компетентнісних вимог ЄС. Запропоновано механіз-ми удосконалення публічного управління в системі ДСНС через імплементацію принципів децентралізації, субсидіарності та партисипативності. Результати дослідження можуть бути використані для розробки стратегії адаптації укра-їнської моделі цивільного захисту до acquis communautaire ЄС в умовах євроінте-граційних викликів та загроз національній безпеці. Description: The article examines the specific impact of European integration processes on the transformation of the State Emergency Service of Ukraine in the context of adapt-ing the national civil protection system to European standards. A comparative analysis of the legal and regulatory frameworks of Ukraine and the EU in disaster prevention and response is conducted, identifying key differences in institutional risk management mechanisms. The experience of Poland’s civil protection system integration into the pan-European security space is considered a model for implementation in the Ukraini-an context. The study substantiates priority directions for reforming the State Emergen-cy Service, including: modernization of interagency coordination based on principles of horizontal integration, introduction of digital technologies in emergency manage-ment, and development of human resources in line with EU competency requirements. Mechanisms are proposed for improving public administration within the SES system by implementing decentralization, subsidiarity, and participatory governance princi-ples. The results of the study can be used to develop a strategy for adapting Ukraine’s civil protection model to the EU acquis communautaire in the face of European inte-gration challenges and national security threats. The relationship between self-actualization and the effectiveness of official duties, the moral and psychological climate in the unit, and overall operational readi-ness is highlighted. Abstract: У статті проаналізовано наукові дослідження щодо участі працівників служби цивільного захисту та аварійно-рятувальних служб в організації життє-забезпечення не переміщеного населення. Виявлено відсутність процедур щодо державного регулювання дій органів і сил цивільного захисту на територіях, де проживає не переміщене населення, у разі відмови громадян від примусової ева-куації. Досліджено державне регулювання месенджерів як нового виду засобів масової інформації (далі – ЗМІ) в умовах російсько-української війни та ухвален-ня чергового закону, що регулює використання месенджерів як інформаційного ресурсу в умовах воєнного стану. Проаналізовано роль держави у розвитку між-народного науково-технічного співробітництва та забезпечує співпрацю та до-сягнення позитивних результатів шляхом об'єднання ресурсів та потенціалу всіх сторін у сфері цивільного захисту. Визначено роль цивільного захисту у забезпе-ченні національної безпеки України в сучасних умовах та переваги цивільного за-хисту у забезпеченні національної безпеки України у воєнних умовах. Проведено аналіз наукових досліджень щодо діяльності служби цивільного захисту в умовах воєнного стану. Визначено проблеми функціонування територіальних організацій та підрозділів цивільного захисту в умовах воєнного стану, розглянуто основні вимоги до пожежно-рятувальної техніки, яка використовується в бойових діях. Встановлено особливості забезпечення безпеки та захисту особового складу в умовах ведення бойових дій та запропоновано новий зразок захисного одягу для пожежно-рятувального персоналу, який здатен захистити особовий склад під час виконання завдань за призначенням в умовах постійних авіа ударів та об-стрілів. Description: The article analyzes scientific research on the participation of civil protection and emergency services in the organization of life support for the non-displaced popu-lation. The absence of procedures for state regulation of the actions of civil protection bodies and forces in the territories where the non-displaced population resides in case of refusal of citizens to be forcibly evacuated is revealed. The author examines the state regulation of messengers as a new type of mass media in the context of the Russian-Ukrainian war and the adoption of another law regulating the use of messengers as an information resource under martial law. The author analyzes the role of the State in the development of international scientific and technical cooperation and ensures coopera-tion and achievement of positive results by combining the resources and potential of all parties in the field of civil protection. The role of civil protection in ensuring the na-tional security of Ukraine in modern conditions and the advantages of civil protection in ensuring the national security of Ukraine in wartime are determined. An analysis of scientific research on the activities of the civil protection service under martial law is carried out. The problems of functioning of territorial organizations and units of civil protection under martial law are identified, the basic requirements for fire and rescue equipment used in hostilities are considered. Abstract: Стаття присвячена аналізу механізмів публічного управління підготовкою добровольців пожежно-рятувальних підрозділів у закладах вищої освіти України. Досліджено сучасні підходи до формування професійних компетенцій майбутніх фахівців із надзвичайних ситуацій через участь у добровільних пожежно-рятувальних підрозділах. Виявлено, що в умовах воєнного стану та зростання кількості надзвичайних ситуацій особливого значення набуває розвиток доброві-льних формувань цивільного захисту. Проаналізовано регіональні особливості ор-ганізації добровільних пожежно-рятувальних підрозділів у Одеській, Дніпропет-ровській та Львівській областях. Встановлено, що ефективність підготовки до-бровольців значно підвищується за умови поєднання теоретичного навчання з практичною діяльністю. Розроблено модель підготовки студентів-добровольців, яка включає етапи формування базових знань, практичних навичок та психологі-чної готовності до дій у надзвичайних ситуаціях. Обґрунтовано необхідність удосконалення нормативно-правової бази щодо діяльності добровільних пожеж-но-рятувальних підрозділів у закладах вищої освіти. Description: The article is devoted to the analysis of public administration mechanisms for training volunteers of fire and rescue units in higher education institutions of Ukraine. Modern approaches to forming professional competencies of future emergency special-ists through participation in voluntary fire and rescue units are investigated. It was re-vealed that in the conditions of martial law and the growing number of emergencies, the development of voluntary civil protection formations is of particular importance. Regional features of the organization of voluntary fire and rescue units in Odesa, Dnipropetrovsk and Lviv regions are analyzed. It has been established that the effec-tiveness of volunteer training significantly increases when theoretical training is com-bined with practical activities. A training model for student volunteers has been devel-oped, which includes stages of forming basic knowledge, practical skills and psycho-logical readiness for actions in emergency situations. The necessity of improving the regulatory framework regarding the activities of voluntary fire and rescue units in higher education institutions is substantiated.
