У статті досліджено питання впливу сучасних соціально-економічних процесів на формування механізмів державного управління використання і охорони навколишнього природного середовища, зокрема встановлено чинники забезпечення екологоекономічної безпеки держави і регіонів, визначено поняття еколого-економічного механізму забезпечення безпеки в рамках локальної території на засадах системного та регіонального підходів, класифіковано важелі регулювання якості навколишнього середовища, досліджено економічні заходи досягнення природоохоронних цілей, запропоновано зміни підходу до формування фінансово-кредитного механізму природокористування. |
| Опис: | Summery. The article explored the impact of modern social and economic processes in the formation mechanisms of state control of use and protection of the environment, particularly established factors ensuring the environmental and economic security of the state and regions, defined the concept of ecological-economic mechanism of security within the local area based on systematic and regional approaches, instruments classified as environmental regulation, studied economic measures achieve environmental objectives proposed changes approach to the formation of financial and credit mechanism of nature. The specifics of the current situation is that environmental issues accumulating for decades now need to solve in completely different political and economic conditions. In this context it is extremely important ecological and economical research of transformation processes, scientific substantiation of the strategy of environmental policy, the development of theoretical and methodological foundations of regional ecological security systems and more. The peculiarity of the economic development of the modern state is a focus on close link between economic prosperity and environmental security. This problem defines fundamentally new conditions of life of every person, which should be based on the principles of sustainable ecological and economic development and the practical recommendations of environmental management and conservation of the environment. In order to create integrated financial and credit mechanism of nature management in our country with minimal material, financial and human resources based on the providing the most favorable economic conditions for environmental protection and energy saving activities of enterprises it is necessary to solve following tasks: to increase the role of the budgets of different levels in funding conservation programs and activities; to improve systems of state budgets environmental funds; to create a systems of environmental taxes and insurance; delineate the sources of funding for protection, restoration and conservation of natural resources and environment between the own funds of enterprises and centralized sources, to ensure reliability and sufficiency of sources in market conditions of economy; to activate credit mechanism in environment. |
