Abstract: The ways of utilizing modern monitoring tools for assessing the state of potentially hazardous objects are investigated. The possibility of involving ordinary citizens in the monitoring process of potentially hazardous objects using models and information technologies of Sentiment Analysis is examined. It has been demonstrated that the territorial and functional subsystems of the Unified State Civil Protection System currently do not ensure proper daily collection, processing, transmission, and analysis of information regarding the probability of emergencies of technological and natural origin, as well as the development of preventive measures and proposals for their implementation. The necessity of establishing and maintaining the functioning of separate, and in some cases, "corporate" situation centers is confirmed.
