Personal Security as a Component of Sustainable Development of Society and the State

Abstract

Peculiarities of personal safety in the context of sustainable development of society and the state are studied. It is noted that humanity increasingly feels pressure of significant number of global challenges and threats at the current stage of the development of civilization. This increasingly comes to the national security forefront of modern states and the social security of all mankind and affects security of each person. In such conditions the leading subject of security ensuring of the individual, society and the state is not only organization of state power but also civil society in all diversity of its institutions. State power has a monopoly on state coercion, possesses regulatory and material capabilities for danger prevention. The author’s architecture of personal security is proposed. It is considered as a set of anthropological, socio-political, psychological, economic, social-psychological, informational and ecological components of personal security. Principles of such security are formulated. Phenomenon of personal safety as the main element of natural capital in their unity as a social organismis is considered. Its elements are air, water, land, subsoil, flora, fauna, people and the products of their activities. All they are in unity and interconnectedness and perforrm number of important functions of social self-organization. It was concluded that main task of the state and the main public interest is creation of effective system of ensuring each person security, well-being, stability of democracy institutions, sustainable development of society. It, in turn, allows to increase control of social processes and their purposefulness regulation.
