Abstract: The structure of the simulation complex of the environmental safety management system of the city during an emergency at the waste storage site is proposed. A simulation model of the environmental safety management system of the city during an emergency at the waste landfill was developed. On its basis, a soft ware and computing complex was created to support decision-making in the environmental safety management system of the city. The use of developed models of environmental safety management systems, focused on the complex nature of the effects on the natural environment of hazard factors, allows not only to fulfill the task of ensuring the required level of safety, but also to increase the effectiveness of protective measures implemented to solve it in the system of regional and state economy.
