Abstract: The theoretical features of the formation of the institution of cyber diplomacy and its role in ensuring the security system in the state are analyzed. The institutional basis for ensuring cyber diplomacy in Estonia is studied. The prospects for the development of the institution of cyber diplomacy in Ukraine are established. Among these prospects, first of all, the revision of the current legal framework of Ukraine in the field of information and cybersecurity, as well as the introduction of the position of Ambassador at Large for Cyber Diplomacy, are identified.
