Abstract:	Змістовна суть процесів формування і функціонування ефективних систем публічного управління соціально-економічними макросистемами в сучасних умо-вах багато в чому визначається рівнем ефективності господарюючих суб'єктів, що утворюють ту або іншу систему, в розрізі ключових напрямів їх діяльності. При цьому в інформаційному суспільстві економічне зростання і розвиток забез-печуються, передусім, за рахунок розвитку і ефективного управління інновацій-ною сферою, перетворення інституціональної структури соціально-економічних макросистем. У свою чергу, управління процесами інституціональних змін по-винно здійснюватися не на рівні окремих норм і правил, а на рівні інститутів у рамках цього інституціонального середовища і бути спрямовано на стимулю-вання господарюючих суб'єктів з метою здійснення діяльності, що відповідає ін-тересам суспільства. Інституціональні зміни - це процес, який повинен здійсню-ватися при безпосередній участі держави у рамках державної економічної полі-тики, і тут основне завдання - вибудовування злагодженої, погодженої системи управління функціонуванням господарюючих суб'єктів. Ключовим чинником, що впливає на розвиток соціально-економічних сис-тем, є рівень збалансованості їх функціонування. Збалансоване функціонування соціально-економічної макросистеми багато в чому залежить від рівня ефекти-вності господарюючих суб'єктів, який, у свою чергу, визначається їх економічною самостійністю (самообеспеченностью, самофінансуванням, самоокуповуванням і тому подібне).
Description:	The substantive essence of the processes of formation and functioning of effec-tive public management systems of social and economic macrosystems in modern con-ditions is largely determined by the level of efficiency of economic entities that form a particular system, in terms of key areas of their activity. At the same time, in the infor-mation society, economic growth and development are ensured, first of all, through the development and effective management of the innovation sphere, the transformation of the institutional structure of social and economic macrosystems. In turn, the manage-ment of institutional change processes should be carried out not at the level of individ-ual norms and rules, but at the level of institutions within this institutional environment and be aimed at stimulating economic entities to carry out activities that meet the in-terests of society. Institutional change is a process that should be carried out with the direct participation of the state within the framework of state economic policy. And here the main task is to build a coherent, coordinated system for managing the func-tioning of economic entities. A key factor influencing the development of social and economic systems is the level of balance in their functioning. The balanced functioning of social and economic macrosystem largely depends on the level of efficiency of economic entities, which, in turn, is determined by their economic independence (self-sufficiency, self-financing, self-employment, etc.).
