| Abstract: | Проаналізовано механізми державного регулювання розвитку малого інно-ваційного підприємництва на регіональному рівні. Для досягнення поставленої мети була уточнена дефініція «суб'єкт підприємництва», проведений порівняль-ний аналіз економічних інтересів суб'єктів малого інноваційного підприємництва, виявлені закономірності спільності інтересів і їх суперечності, досліджені фор-ми реакції суб'єктів на конфлікт інтересів, обґрунтована необхідність застосу-вання двох комплексів інструментів — спрямованих на об'єднання зусиль суб'єк-тів на основі загальних економічних інтересів і на попередження конфліктів як наслідки наявних протиріч. Крім того, розроблені рекомендації по використанню запропонованого механізму на практиці. Найбільшу методологічну складність представляло виявлення круга суб'-єктів малого інноваційного підприємництва. Це пояснюється тим, що до визна-чення суб'єкта підприємництва існує два підходи - правовий і економічний. Визначено, що питання розвитку малого підприємництва в регіонах на ос-нові узгодження інтересів його суб'єктів піднімалося у світовій і вітчизняній лі-тературі, проте не можна сказати, що до теперішнього часу йому приділялося досить уваги. Особливості ж МІП в цьому аспекті практично не розглядалися. |
| Description: | The article analyzes the mechanisms of state regulation of the small innovative entrepreneurship development at the regional level. To achieve the set goal, the defini-tion of ‘entrepreneurship entity’ was clarified, a comparative analysis of the economic interests of small innovative entities was conducted, the patterns of common interests and their contradictions were identified, the forms of reaction of subjects to conflicts of interests were investigated, and the need to use two sets of tools was substantiated – aimed at uniting the efforts of subjects on the basis of common economic interests and at preventing conflicts as a consequence of existing contradictions. In addition, rec-ommendations were developed for the use of the proposed mechanism in practice. The greatest methodological difficulty was the identification of the circle of sub-jects of small innovative entrepreneurship. This is explained by the fact that there are two approaches to defining a subject of entrepreneurship – legal and economic. It is determined that the issue of developing small business in the regions based on harmonizing the interests of its subjects has been raised in world and domestic liter-ature, however, it cannot be said that until now it has been given enough attention. The features of small innovative entrepreneurship in this aspect were practically not con-sidered. |
