| Abstract: | В статті розглянуто соціальну сферу держави в умовах зміни суспільно-економічних стосунків, коли особливу актуальність набувають питання управління і розвитку соціального комплексу. Від їх рішення залежить не лише успіх соціальних реформ, але і нормалізація соціальнополітичної ситуації в Україні. Ефективне рішення соціальних проблем сприятиме підвищенню добробуту населення і усебічному розвитку особистості. Рішення цих завдань вимагає вдосконалення системи управління соціальним розвитком, розробки нових принципів соціальної політики. Основою ефективного управління повинен стати системний підхід до оцінки соціального розвитку, що дозволить не лише об'єктивно оцінити рівень і якість життя населення, але і намітити шляхи подальшого розвитку. Соціальна інфраструктура є лише складовою частиною соціальної сфери. Основу соціальної сфери складають соціальні стосунки, що є широким колом стосунків між людьми і їх об'єднаннями. Звуження області соціальної сфери тільки до сукупності установ без урахування соціальних стосунків, що складаються в результаті взаємодії людей один з одним, з соціальними інститутами, на нашу думку, не дозволить об'єктивно оцінити усі соціальні процеси, які відбуваються в суспільстві |
| Description: | The article examines the social sphere of the state in the context of changing socio-economic relations, where the issues of managing and developing the social complex are becoming particularly relevant. The success of social reforms and the normalization of the s social and-political situation in Ukraine depend on their resolution. The effective resolution of social problems will contribute to improving the well-being of the population and the comprehensive development of the individual. Solving these tasks requires improving the system of social development management and developing new principles of social policy. The basis for effective management should be a systemic approach to assessing social development, which will allow for an objective evaluation of the population's living standards and quality of life, as well as the outlining of further development paths. Social infrastructure is only a component part of the social sphere. The foundation of the social sphere is comprised of social relations, which are a wide range of relationships between people and their associations. In our opinion, narrowing the scope of the social sphere solely to a set of institutions without considering the social relations that arise from the interaction of people with one another and with social institutions will not allow for an objective evaluation of all social processes occurring in society |
