Abstract

The article examines the development of the civil protection system of Ukraine under modern security challenges and the transformation of approaches to risk management in the field of civil safety. The relevance of the research is determined by the growing number of natural, technological and military threats, which require the improvement of public administration mechanisms in the field of civil protection and the strengthening of the resilience of critical infrastructure. The purpose of the article is to analyze modern approaches to the development of the civil protection system of Ukraine considering risk-oriented models of security management and to determine the role of engineering and technical mechanisms in ensuring the resilience of critical infrastructure and improving the effectiveness of emergency response.
