| Abstract: | The article is devoted to the study of the transformation of humanitarian crisis response mechanisms in Ukraine's civil protection system under conditions of protracted armed conflict and hybrid warfare. The research analyzes how traditional civil protection approaches have evolved to address unprecedented challenges caused by full-scale military aggression, including mass population displacement, critical infrastructure destruction, and complex humanitarian emergencies requiring innovative solutions. |
