Abstract: The article substantiates the need and role of personnel policy for further research into the development of human resources in the healthcare sector of Ukraine. The purpose of the article is to determine theoretical conceptual approaches to the development of human resources in the healthcare sector of Ukraine in the process of reform. The information base of the study is the scientific achievements of domestic scientists on human resources policy, human resources, personnel management in various sectors of the economy, statistical and analytical materials on the development of human resources in the healthcare system. The article formulates and describes in detail several alternative and complementary methodological approaches to the development of human resources in the healthcare system of Ukraine. The etymology of the concept of «human resources» is determined. The factors influencing changes in the choice of an approach to the development of human resources in the healthcare sector of Ukraine are investigated. The processes of reforming the medical industry and the problems of human resources are analyzed. The main principles of human resources development and methodological approaches to the implementation of development mechanisms are identified. The conclusions define the conceptual principles of approaches to the development of human resource potential in the healthcare sector of Ukraine in the process of reform: resource balance through overcoming the deficit of basic financial and material and technical resources in healthcare institutions, professionalization of personnel based on a competency-based approach, continuous training and quality control of specialist training, implementation of evidence-based management for making rational personnel decisions based on objective analytical data, active state social protection policy, retraining and overcoming regional imbalances in human resources.
