Abstract

The regulatory base of the state administration of the area of life safety was analyzed. It was determined that it (base) has sufficient amount of legal instruments regulating both the state administration of territory development and the actions directed at the prevention and the elimination of the consequences of emergencies. The most important two legal instruments regulating the area of life safety are the Code of Civil Protection of Ukraine and the Law of Ukraine “On the Legal Regime of a State of Emergency.” They are notable for the combination of the multisubjective approach to the general territory management under the emergency conditions. At the same time, it was proved that the question of ensuring of the development of regions as the territorial social and economic systems under the emergency conditions was not covered in full and clearly enough. It was proved that it is necessary to solve this issue by including the relevant articles into the Code of Civil Protection of Ukraine
