Abstract: The article defines the place and the role of the youth in society. The author refers to the origin of an organizationally outlined youth movement as a form of expression of the young generation’s social activity. The article deals with the organizational principles underlying the creation of the youth unions that existed in Ukraine during the late 1917 – early 1918. It also gives a detailed analysis of the sources of the national communist youth associations, shows their connection with the political parties that existed in the republic during the Civil War as well as describes the reasons which prevented the creation of all-Ukrainian youth organizations.
