Abstract: The efficiency of the compression parameters of video control method is directly related to the number of parameters. Namely, the time required to process each of the frames, and the possibility of considering the peculiarities of the processed frames content. This article describes factors that affect the value of the transmission delay and explores improving aspects for the performance parameters of the video compression control algorithm. An evaluating mechanism of saturation degree for the transformants of frame describes, with deciding on the handling of each of them. This mechanism aims at improving the performance of control method and facilitates efficient allocation of signal energy within the block. © 2016 IEEE.
