| Abstract: | Вивчено досвід Оксфордського університету та узагальнено досвід інших зарубіжних університетів щодо особливостей розбудови організаційної струк-тури системи внутрішнього забезпечення якості освітньої діяльності та якості вищої освіти. Було з’ясовано, що структурування системи внутрішнього забез-печення здійснюється на чотирьох основних та одному допоміжному рівні, а са-ме на: стратегічному рівні (рівень вченої ради ЗВО та її комісій); оперативно-стратегічному рівні (рівень адміністрації ЗВО); оперативно-тактичному рівні (рівень безпосередньо задіяних в реалізації освітніх програм підрозділів); так-тичному рівні (рівень залучених до реалізації освітніх програм науково-педагогічних працівників); штабному рівні (допоміжний рівень або рівень супро-воду процедур та практик забезпечення якості освітньої діяльності та якості вищої освіти). Для кожного з цих рівнів було визначено суб’єктів його представ-ництва та конкретизовано напрями їх діяльності. Крім того, стаття містить узагальнення щодо переліку тих з нормативних документів які забезпечують функціонування системи внутрішнього забезпечення якості та тим самим за-кладають підґрунтя для розвитку культи якості у ЗВО. |
| Description: | The publication studied the experience of the University of Oxford and summa-rized the experience of other foreign universities regarding the features of building the organizational structure of the system of internal quality assurance of educational ac-tivities and the quality of higher education. It was found that the structuring of the sys-tem of internal quality assurance is carried out at four main and one auxiliary level, namely: the strategic level (the level of the academic council of the HEI and its com-missions); the operational-strategic level (the level of the HEI administration); the op-erational-tactical level (the level of units directly involved in the implementation of ed-ucational programs); the tactical level (the level of scientific and pedagogical workers involved in the implementation of educational programs); the staff level (the auxiliary level or the level of support for procedures and practices for ensuring the quality of educational activities and the quality of higher education). For each of these levels, the subjects of its representation were determined and the areas of their activity were spec-ified. In addition, the article contains a generalization regarding the list of regulatory documents that ensure the functioning of the internal quality assurance system and thereby lay the foundation for the development of a quality culture in higher education institutions. |
